Effectively Integrating Data Can Help Federal Intelligence Agencies In War On Terror

Karen Evans, Former Administrator of E-government and IT at the Office of Management and Budget, Keynotes at Federal IT Forum Hosted by Composite Software

SAN MATEO, CALIF. — January 20, 2010 In her keynote address last week, Karen Evans, partner of KE+T Partners LLC, connected the dots between recent failures to prevent attempted terrorist attacks to outdated information technology systems for integrating data across multiple Federal Intelligence Agencies, not for lack of collected intelligence data itself.  Citing this as an opportunity to continue phased implementation of innovative data integration technologies, Ms. Evans praised the Federal Government’s public efforts to update its data systems. Evans spoke at an invitation-only breakfast forum sponsored by Composite Software, Inc., the data virtualization leader. 

The forum’s theme was how data virtualization and data services technologies help solve information-sharing challenges in the Federal Government, and about the methodology and best practices for successfully deploying these technologies. The exclusive forum was held January 13 at the National Press Club in Washington, D.C. Following Ms. Evans’ keynote address was featured speaker David Besemer, CTO, Composite Software, who described popular data virtualization use patterns including extending data warehouses, preparing and integrating data for cloud computing, optimizing queries across disparate data sources, overcoming data complexity and simplifying enterprise architectures.

“Our Federal Government has pledged to do everything in its power to prevent attacks such as the Christmas Day attempted airline bombing from happening in the future,” explained Evans. “They have promised to accelerate IT enhancements, to include knowledge discovery, database integration, cross-database searches, and the ability to correlate biographic information with terrorism-related intelligence. Their efforts are commendable, and it will be through the implementation of technologies from innovators like Composite Software that will help overcome the ‘silos’ of information that are currently hindering more effective intelligence sharing among cross-agencies.”

About Karen Evans

Karen Evans is currently a partner owner of a private consulting firm, KE+T Partners. 

A 25-year veteran of Government service, Ms. Evans is the former Administrator of the Office of Electronic Government and Information Technology (IT) at the Office of Management and Budget where she oversaw an annual $65 billion dollar federal IT budget. Evans was also the CIO for the U.S. Department of Energy. Additionally during this period, Evans served as Vice-Chairman of the Federal Chief Information Officers Council. Elected to this post in December 2002, she coordinated the Council’s efforts in developing federal IT programs and improving agency information resource practices.

Earlier, Evans served as Director of the Information Resources Management Division at the U.S. Department of Justice Office of Justice Programs (OJP). There she was responsible for the management and successful operation of the Information Technology program.

Prior to joining OJP, she served as the Assistant Director for Information Services at DOJ Headquarters where she successfully managed Internet resources for the Department. Ms. Evans also served as the acting Deputy Assistant Administrator for Management Information Systems, Deputy Director for the Applications Management Division and the Chief of Emerging Technology at the U.S. Department of Agriculture’s Farmers Home Administration. There she managed the nationwide implementation, from inception to operation, of several critical automation systems.
